I’m going to take the M there but I’m not sure if the underground tunnel is ready yet. Also many websites reccomend walking from Fulton while others tell me to transfer to the 2 or 3 to Park Place and walk from there. Any suggestions?

You should check out Trip123′s transit trip planner as it plans a trip from any origin address in the NYC metro area to a destination address with arrival and leave times.
